The Nigeria Communications Commission (NCC) has unveiled its Spectrum Roadmap for the Communications Sector (2026–2030), outlining a strategic plan to strengthen spectrum management, accelerate digital transformation and expand connectivity across the country.
The commission described the roadmap as a dynamic and adaptive framework designed to respond to rapid changes in the communications landscape, while encouraging efficient and innovative use of spectrum resources.
According to the NCC, spectrum, essential for mobile networks, broadband, satellite services and emerging technologies such as 5G and the Internet of Things, remains a finite national asset that must be carefully managed to maximise both economic and social value.
Despite recent regulatory challenges, including the NIN-SIM linkage exercise, the telecommunications sector has demonstrated resilience. As of 2025, the sector contributed approximately 9.2 per cent to Nigeria’s gross domestic product, with broadband penetration reaching 50.58 per cent and teledensity exceeding 81 per cent.
The roadmap is built on four key pillars: bridging the digital divide, enabling market-driven investment, improving quality of service, and promoting innovation and future readiness.
To deliver on these priorities, the NCC plans to refarm and release key spectrum bands, strengthen collaboration with industry stakeholders and deploy data-driven regulatory tools such as spectrum sharing and agile policy frameworks.
By 2030, the commission aims to achieve universal high-speed broadband access, drive digital innovation across critical sectors, and position Nigeria as a leading digital economy in Africa.
The roadmap aligns with national priorities set out in the National Broadband Plan and the National Digital Economy Policy and Strategy, underscoring the critical role of spectrum in advancing inclusive growth and long-term development.
