Huawei Unveils "R.I.S.E" National Government Cloud Reference Architecture at 2025 Global Summit

Huawei has launched its "R.I.S.E" National Government Cloud reference architecture, a major step toward accelerating the digital and intelligent transformation of government services. The announcement was made at the 2025 Global Public Sector Cloud & AI Summit, where global leaders and technology experts gathered to discuss the future of cloud and artificial intelligence in public service delivery.

Huawei’s Vision for Smarter Public Services

In his keynote speech, Li Junfeng (Wind), Vice President of Huawei and CEO of the Global Public Sector BU, emphasized the company’s commitment to enabling governments through secure and efficient cloud infrastructure.

“Driven by cloud and AI, Huawei has built a centralized, efficient, and secure cloud foundation that supports intelligent transformation of government and public services, while supporting data aggregation, processing, and value extraction,” said Li.

Adding to this perspective, Shan Zhiguang, Director of the Informatization and Industry Development Dept, State Information Center, pointed to China’s ICT-driven transformation as “a valuable model for global smart governance.”

Global Collaboration on Digital Governance

The summit also featured contributions from international representatives, including DPO (Hong Kong), CCK (Tunisia), Ankabut (UAE), and AIPMC (Huadu, Guangdong), who shared insights into their digital transformation journeys.

Unveiling the new framework, Mr. Hong-Eng Koh, Chief Scientist of Huawei Global Public Sector BU, introduced the "R.I.S.E" architecture, which is built on four key pillars:

• Resilient & Reliable Infrastructure – Provides robust cloud foundations to safeguard data and ensure uninterrupted operation of critical applications.
• Secure & Sovereign – Supports digital sovereignty through flexible deployment models such as public cloud, full-stack dedicated cloud, and Huawei Cloud Stack. A unified architecture enhances security, data flow, and utilization.
• Innovative & AI Ready – Establishes platforms for applications, data, and AI, offering tools like government-specific intelligent agents and digital IDs to drive smarter governance.
• Enriched Ecosystem – Builds partnerships with over 100 ecosystem players to accelerate the digital and intelligent transformation of public services worldwide.

Driving the Next Era of Public Sector Innovation

Huawei said it will continue to invest heavily in cloud and AI integration, aiming to deliver secure, innovative, and sovereign solutions for governments around the world.

The company described the launch of the National Government Cloud reference architecture as the start of a new era of “intelligent collaboration” in public service delivery.
